Artifact Stats
Before we talk about the priority of Artifact stats, the first thing that should be focused on is how much Energy Recharge is sufficient for Hydro Traveler. Unfortunately for the Hydro Traveler, they have quite a high Elemental Burst cost (80 ER Cost) compared to many of the other playable characters that have been released recently.
