Genshin Impact Version 4.1 Phase 1 banners will go live after the server maintenance on the 27th of September, 2023 and will last till the 17th of October, 2023 at 17:59 server time. The Version 4.1 Phase 1 banners will feature one new 5* character, one new 5* weapon, and two new 4* weapons.
Genshin Impact Version 4.1 Phase 1 first character banner: Decree of the Deeps
This banner features the debut of the event-exclusive 5* character “Ordainer of Inexorable Judgment” Neuvillette (hydro/catalyst).

Neuvillette will be accompanied by the 4* characters “Prinzessin der Verurteilung!” Fischl (electro/bow), “Juvenile Galant” Xingqiu (hydro/sword), and “Kätzlein Cocktail” Diona (cryo/bow), who will receive a huge drop-rate boost.
All of these 4* characters are also permanently available in the Standard Wish – Wanderlust Invocation without any boosted drop rates.
Genshin Impact Version 4.1 Phase 1 Second character banner: Moment of Bloom
This banner features the third rerun of the event-exclusive 5* character “Fragrance in Thaw” Hu Tao (pyro/polearm) since her release in Version 1.3.

Hu Tao will be accompanied by the 4* characters “Prinzessin der Verurteilung!” Fischl (electro/bow), “Juvenile Galant” Xingqiu (hydro/sword), and “Kätzlein Cocktail” Diona (cryo/bow), who will receive a huge drop-rate boost.
All of these 4* characters are also permanently available in the Standard Wish – Wanderlust Invocation without any boosted drop rates.
Genshin Impact Version 4.1 Phase 1 Weapon banner: Epitome Invocation
This banner introduces the new 5* weapon Tome of the Eternal Flow (catalyst) which is the signature best-in-slot weapon for Neuvillette. This banner also features the rerun of Staff of Homa (polearm), which is the signature best-in-slot weapon for Hu Tao.

This banner also features the event-exclusive 4* weapons The Dockhand’s Assistant (sword), Portable Power Saw (claymore), and Mitternachts Waltz (bow) as well as the 4* weapons Favonius Lance (polearm) and Favonius Codex (catalyst), all of them will receive a huge drop-rate boost.
Among these 4* weapons, Favonius Lance (polearm) and Favonius Codex (catalyst) are also permanently available in the Standard Wish – Wanderlust Invocation without any boosted drop rates.
Final Thoughts
Both the character banners are stacked with great characters. Hu Tao is a long-time fan-favoruite main DPS while Neuvillette brings a new playstyle to the table. However, if players choose to hold off for the Hydro Archon Furina who will become playable in version 4.2, it is understandable.
The best thing about the character banners is the featured 4* characters. Xingqiu is the best off-field, single-target Hydro applicator with a rather impressive personal DMG for a 4*. He has been a staple in Hu Tao teams since the beginning and he is versatile enough to be a part of any team that requires Hydro application, for example, Freeze, Hyperbloom, Nilou Bloom, Quickbloom, etc. Fischl is an amazing Electro applicator with superb personal DMG. Thanks to Quicken/Aggravate, her already impressive DMG ceiling got even higher. Diona is a jack-of-all-trades healer/shielder/battery for Cryo characters who lack personal DMG but makes up for it with her multitudes of support capabilities. Every single 4* on this banner is worth having.
Between the two 5* weapons, Staff of Homa is more universal since most polearm characters can take advantage of it. However, Tome of the Eternal Flow seems to be only good for Neuvillette at the moment.
As for the 4* weapons, both Favonius weapons are really good choices for any support character. The most anticipated weapon on this banner might be The Dockhand’s Assistant, a sword with an HP% sub-stat. This sword will be very useful on HP-scaling characters like Nilou and a healer-built Kuki Shinobu.
