As a follow-up, Supercell has officially confirmed the occurrence of the bug that some players cannot receive the Gold Pass after purchasing it. They have acknowledged the issue and are actively investigating the cause of the bug.
The issue has come to light after a week of the new July 2023 pass release
It is quite surprising that the issue came to light nearly a week after the new July 2023 season became live. The team has clarified that the until a fix can be implemented, they can only manually add the Gold Pass to the Supercell ID of players after verifying their purchase.

Players can approach customer support to get the pass or initiate a refund
