Phase II of Genshin Impact Version 3.1 will go live on 14th October. The character and weapon banners will be refreshed at 18:00 server time. The phase II banners will feature one new 5* character, one new 5* weapon, and two new 4* weapons in Genshin Impact Version 3.1. The banners will remain available till 1st November, 14:59 server time.
1st Character Banner for Genshin Impact Version 3.1 Phase II: Twirling Lotus
This banner is the debut drop-rate boost of the event-exclusive 5* character āDance of Lotuslightā Nilou (hydro/sword). She specializes in a modified version of the Dendro/Hydro Bloom reactions.
Nilou will be accompanied by the 4* characters āUncrowned Lord of the Oceanā Beidou (electro/claymore), āShinning Idolā Barbara (hydro/catalyst), and āExquisite Delicacyā Xiangling (pyro/polearm) who will also receive a huge drop rate boost. These 4* characters are also permanently available in the Standard Wish – Wanderlust Invocation without any boosted drop rates.
2nd Character Banner for Genshin Impact Version 3.1 Phase II: Secretum Secretorum
This banner is the second rerun of the event-exclusive 5* character āKreideprinzā Albedo (geo/sword). He debuted in version 1.2 and received his first rerun in 2.3.
The rate-up 4* characters āUncrowned Lord of the Oceanā Beidou (electro/claymore), āShinning Idolā Barbara (hydro/catalyst), and āExquisite Delicacyā Xiangling (pyro/polearm) are also available in this banner alongside the featured 5* Albedo.
Weapon Banner for Genshin Impact 3.1 Version Phase II: Epitome Invocation
This banner features the event-exclusive 5* weapons āPrimordial Jade Cutterā (sword) and debuts the āKey of Khaj-Nisutā (sword). āKey of Khaj-Nisutā is the signature best-in-slot weapon for āDance of Lotuslightā Nilou, meanwhile āPrimordial Jade Cutterā is a premier 5* sword suitable for any sword user.
This banner also debuts the event-exclusive 4* weapons āXiphosā Moonlightā (sword) and āWandering Evenstarā (catalyst). These weapons will be accompanied by the 4* weapons āRainslasherā (claymore), āDragonās Baneā (polearm), and āSacrificial Bowā (bow). All of these weapons will receive a huge drop-rate boost.
āRainslasherā (claymore), āDragonās Baneā (polearm), and āSacrificial Bowā (bow) will also be permanently available in the Standard Wish – Wanderlust Invocation without any boosted drop rates.
Final Thoughts
Nilou is a very niche character since she can only be optimally slotted into a Dendro/Hydro-only team. Since this limits her team-building potential, players should think before deciding to pull for her. Hydro as an element is extremely versatile and hydro characters are a staple part of any powerful team.
While Nilou is the exact opposite of the versatility that hydro characters are known for, that does not mean she doesnāt have great potential within her niche. She can be expected to get better with the release of more dendro characters, specifically the Dendro Archon Nahida, whoās debuting in Version 3.2

Despite belonging to the rather inert geo element, Albedo is pretty versatile since he is a great off-field sub-DPS. However, at the current moment, his best team is a mono-geo team with Itto, Gorou, and Zhongli. He used to be a part of Hu Taoās best team.
But Yelan is now more favored since she boosts her DMG much better. If players own the event-exclusive reward weapon āCinnabar Spindleā from version 2.3 and plan to build a mono-geo team with Itto at the center, Albedo is a solid choice. Otherwise, there are much better 5* support/sub-DPS characters to choose from aside from Albedo.
